Elected to a second term representing the First Ward, Charles Y. Duncan was born in 1934. As a young person he was a member of the Boy Scouts of America, achieving the rank of Eagle Scout.

Mr. Duncan was a member of the Merchant Marines and retired as a licensed Master and pilot. He authored the book You're Looking At My River in 1971 and is currently the owner of Duncan Signs & Screen Printing, Inc.
