Residential Parking Stickers

The City of Newport Residential Sticker Parking Program will be in effect May 1st through October 1st, daily, from 6:00 p.m. to 6:00 a.m. on designated streets; from 6:00 a.m. to 6:00 p.m., weekends and holidays, on a limited number of streets as designated in the south and southeast beach areas of the City; and for 24-hours a day on Clarke Street, Corne Street, Ellwood Place, John Street, Young Street and designated sections of Charles Street, Division Street, Memorial Blvd. West, and Wellington Avenue.

In an on-going effort to further streamline the sticker parking process starting for the 2006 season, the City will be implementing a new approach. If you received a sticker for a particular vehicle in 2005, and the vehicle information remains the same, and all motor vehicle related fines and fees are up to date, you need to do nothing; the 2006 sticker will be mailed to you directly during the month of March.

If you do not receive a sticker via the US mail in March, this would indicate that there is a question concerning possible fines/fees due to the City. If you are a new resident, or you have a new vehicle with a different registration from the previous year, please follow the steps outlined below.

Stickers for non-commercial vehicles may be purchased at the Collection Office, City Hall, Monday through Friday, 8:30 a.m. to 4:30 p.m. There is no annual fee for residential parking permits for property owners and those whose vehicles carry a Rhode Island registration with a Newport address if they are sixty-five (65) years of age or older at the time of application, or for those whose applications are received by mail with a postmark prior to April 1 as long as the application includes the required documentation and no outstanding fees or fines are due the City. After April 1, 2005, the fee for those in the above category would be $2.00 per sticker and all others who would still qualify for a sticker would be $10.00 per vehicle per year.

If the vehicle is leased, proof of exclusive use is required (i.e., copy of lease agreement or proof of insurance in applicants name). There may be no outstanding, late motor vehicle tax payments and/or fines. Applications may be picked up or downloaded from the web site, completed and submitted by mail, with a self-addressed stamped return envelope, to the Collection Office, City Hall, 43 Broadway, Newport, RI 02840. If mailed, allow two weeks for processing.

Owners of properties on designated sticker-parking streets are entitled to one guest/visitor pass per dwelling unit at no additional cost. Guest passes will be mailed the first week of March to those eligible property owners. It is the responsibility of the property owner to ensure the pass does not get lost or stolen.

All applications for parking stickers must be fully completed and submitted with valid motor vehicle registration and valid driver's license, or photo copies of such if mailed, and, if necessary, other proof of residency. The stickers usually become available for sale by mid-February of each year. Please understand that the stickers must be obtained annually.

Proofs of Residency

  1. Valid Rhode Island driver's license with Newport address.
  2. Valid Rhode Island Motor Vehicle Registration with Newport address.
  3. Bona fide Lease of Six (6) Months Duration or longer and duly executed and signed by all parties. Tenants leasing for less than six months do not qualify for a sticker, unless they are active-duty military. Military personnel whose lease is less than six months must also provide a valid copy of their orders. Tenants leasing for between six (6) and nine (9) months must also provide a valid copy of the approved "City of Newport Rental Registration Form" that each property owner is required to post inside every rental dwelling unit.

The applicant's name and address must appear on whatever form of proof is provided. Tax roll verification will be provided for summer residents who own real estate in Newport.

Resident Parking Stickers are also valid for three continuous hours of free parking, daily, in the Mary Street Parking Lot.
