All permanent full-time employees of the City of Newport shall accrue annual (vacation) leave on a bi-weekly basis. Employees are eligible to use annual leave after the completion of thirty (30) days employment and with a minimum available balance of eight (8) hours. Accrual of annual leave is as follows:

AFSCME Council 94 & Unionized Supervisory Municipal Employees (NEARI)

  1. Three (3) hours bi-weekly for each month employed up to the third year of employment.
  2. Four (4) hours bi-weekly for each month employed from the fourth year of employment up to the tenth year of employment.
  3. Five (5) hours bi-weekly for each month employed from the eleventh year of employment up to the twelfth year of employment.
  4. Six (6) hours bi-weekly for each month employed after the twelfth year of employment.

Maximum allowable annual leave accumulation shall be 300 hours for Council 94 Employees and 200 hours for NEARI Employees respectively.

Executive-level Employees, Uniform Police, and Fire Employees

  1. Four (4) hours bi-weekly for each month employed from the first year of employment up to the tenth year of employment.
  2. Six (6) hours bi-weekly for each month employed beginning the eleventh year of employment up to the fifteenth year of employment
  3. Eight (8) hours bi-weekly for each month employed after the sixteenth year of employment.

Maximum allowable annual leave accumulation shall be 400 hours.

 

Employees may opt to invest pre-taxed dollars into a variety of 457 deferred compensation programs.

Employee participation is optional and offers each employee an opportunity to not only save for retirement but to reduce their federal and state withholding taxes by depositing a fixed dollar into a 457 deferred compensation plan.

Permanent full-time employees of the City of Newport who have been employed for six (6) consecutive months shall be eligible for dental insurance. Except managerial new hires for which coverage begins the first day of the month following the initial date of employment. The City of Newport offers four levels of coverage with Delta Dental of Rhode Island.

Employee Cost-Share Payment for Dental Insurance

Managerial employees are subject to an employee contribution based on two percent (2%) of their annual base salary up to a maximum of ten percent (10%) of the annual premium for dental insurance. Employee contributions are pre-tax via payroll deduction on a bi-weekly basis.

City employees are welcome to have a fixed dollar amount or their entire payroll check deposited automatically into their checking, savings, N.O.W., or other statement bank accounts. Employees may even chose to automatically direct their earnings into multiple statement bank accounts.

Employee Cost-share Payments for Health Insurance

Managerial employees are subject to an employee contribution based on two percent (2%) of their annual base salary up to a maximum of ten percent (10%) of the annual premium for health insurance.

Employee contributions are pre-tax via payroll deduction on a bi-weekly basis. AFSCME, and FOP (Police Uniform) employees hired after 7/1/2006 are subject to an employee contribution equal to three and one-half percent (3.5%) of base salary plus longevity. IAFF (Fire Uniform) employees are subject to an employee contribution equal to 1% of base salary plus longevity for individual coverage and 2% for family coverage.

All employee contributions are pre-tax via payroll deduction on a bi-weekly basis.

Health Insurance Buy-Out Program

Uniform Fire, Uniform Police Uniform, NEARI and Managerial Employees who may wish to waive their participation on a single or family health insurance plan may opt to participate on the City's "Buy-Out Program". This program allows an eligible employee to receive a monetary bonus in lieu of health insurance.

When a holiday falls on a Saturday, it shall be observed on the proceeding Friday. When a holiday falls on a Sunday, the following Monday shall be observed as the holiday.
